1. Our aim is to establish a fair and secure trading environment, enhancing the overall trading experience for users.
2. These regulations come into effect immediately upon publication and are subject to periodic modifications or enhancements. Any updates to the regulations will be effective from the date of their announcement.
All users must adhere to anti-money laundering principles:
1. Users must strictly comply with the platform's real-name authentication requirements for user identity and accounts, ensuring that all accounts used on the platform are lawfully registered and owned by themselves.
2. When triggering the platform's anti-money laundering risk control alerts, users should actively cooperate with the platform's requested verification process and provide relevant evidence promptly (specific measures subject to the platform's review requirements).
3. Failure to cooperate with the platform's anti-money laundering verification process may result in partial or complete restriction of account functions by the platform.
Buyer Guidelines:
1. Choose a payment method supported by the seller and complete the payment within the specified time frame as shown on the order page. After payment, click "I have paid successfully".
2. Use only payment methods verified with your real name, unless otherwise agreed with the seller. The platform does not support payments made with unverified identities.
3. Unless stated otherwise, buyers are responsible for any fees charged by the payment service provider. Ensure the total amount received by the seller matches the transaction terms or the order total.
4. Do not click "I have paid successfully" unless you have completed the payment or intend to do so. This could result in restrictions on your account for order manipulation.
5. Unless agreed upon in HKD.com P2P chat before the transaction: buyers cover fees charged by the payment account, and sellers cover fees charged by the receiving account.
6. Choose payment methods that ensure real-time arrival for timely payment. If using a non-real-time arrival method, obtain seller consent beforehand.
7. Avoid using sensitive words like BTC or cryptocurrencies in payment remarks.
8. If the seller fails to release assets within the specified time after you've paid and clicked "I have paid successfully," file a complaint and contact platform customer service. With compliant actions and evidence, we'll promptly address and confirm asset ownership.
Note: Non-real-time arrival payment methods include Alipay to bank transfer, WeChat to bank transfer, and single transfers for orders over 50,000 from 17:00 to 9:00. Specific methods may adjust based on payment channel changes.
Seller Guidelines:
1. Ensure that the information of your receiving account matches the real-name authentication information on the platform.
2. Release the assets within 30 minutes upon receiving full payment from the buyer and verifying it accurately.
3. Do not request the buyer/customer service to cancel the order without the buyer's consent, unless otherwise specified by the platform.
4. Do not raise objections to the price of the created order without the buyer's consent, unless otherwise specified by the platform.
5. Keep your contact information (the phone number bound to the platform) accessible to address any incomplete orders or disputes with buyers.
Risk Disclaimer:
1. You acknowledge the inherent risks associated with P2P transactions, including but not limited to the volatile nature of digital assets, the heightened credit risk of counterparties involved in P2P transactions, and the increased compliance risk of fiat transactions.
2. You affirm possessing sufficient investment knowledge and experience, as well as the capability to withstand the risks associated with P2P transactions. You agree to independently assume all risks arising from engaging in P2P transactions.
3. Prior to initiating P2P transactions, you have thoroughly reviewed and comprehended the contents of these rules, terms of use, and relevant HKD.com platform regulations. You have also sought advice from relevant professionals and made decisions regarding P2P transactions based on their guidance and your own rational judgment.
4. The platform acts solely as a facilitator for P2P transactions and is not a direct participant. Consequently, any disputes between users arising from P2P transactions are not the responsibility of the platform. While the platform reserves the right to handle disputes, it is not obligated to assume any obligations or liabilities (including compensation) for any party.
5. You consent to and authorize the platform to independently implement various reasonable measures (including but not limited to transaction cancellations under specific circumstances, account function restrictions, etc.) to safeguard the legal rights and interests of yourself, the platform, and other users, in accordance with these rules, terms of use, and relevant HKD.com platform regulations.
6. You acknowledge that the platform shall not be held liable for any losses incurred by you in P2P transactions or through the utilization of services under these rules, except in cases of deliberate or gross negligence by the platform. This exclusion of liability extends to scenarios such as hacker attacks, power outages, or unavoidable technical failures, within the limits permitted by law.
7. The platform retains the right to immediately restrict, suspend, or terminate your account or platform access without prior notification under certain circumstances:
(a) When there is reasonable suspicion of your violation or potential violation of these rules.
(b) When deemed necessary to protect other users from harm or loss of property. The platform shall not be held liable for any consequences resulting from its decision to restrict or deny your service access.
(c) When your usage of our platform is determined to potentially negatively impact or obstruct other users from enjoying our services.
(d) When it is discovered that a user, during communication with other users, employs offensive language, engages in insults, extortion, harassment, threats towards their trading partner, or infringes or attempts to infringe upon the legitimate rights of other users, including collecting personal information for purposes of dissemination or personal attacks.
You acknowledge that our decision to take certain actions (including service usage restrictions, account or wallet suspensions or closures) may be based on crucial confidentiality standards essential for our risk management and security protocols. You agree that HKD.com is under no obligation to disclose detailed information regarding its risk management and security procedures.
Once the reasons for suspension cease to exist, we will promptly lift the suspension. However, we are not obligated to notify you of the lifting of such suspensions (if any).
Abnormal Trading Behaviour and Platform Response Measures:

5. The order is cancelled despite payment being made within the specified payment period. (a) The buyer has completed all payments, but the order is cancelled either by the buyer voluntarily or by system timeout. If an order is cancelled by the system due to timeout, the seller has the option to proceed with the transaction or cancel it and issue a refund.
1. If the seller chooses to proceed with the transaction: (a) For regular sellers: The seller can locate the previous buyer in the self-selected area and create a new order with the same quantity. The buyer does not need to make another payment. Once the buyer confirms payment, the seller must release the assets within the specified time. (b) For advertisers: The buyer can locate the previous seller in the self-selected area and make a new purchase order with the same quantity. The buyer does not need to make another payment. Once the buyer confirms payment, the seller must release the assets within the specified time. 2. If the seller chooses to cancel the order: The seller must issue a refund within 60 minutes upon receiving feedback from the platform or the buyer. The digital assets will be returned to the seller. Payment made using a corporate account (regardless of whether the legal person matches the certified individual's real name) still constitutes non-authenticated payment. 2. If such behaviour is reported, the first violation will result in the freezing of fiat currency privileges until further notice, followed by an additional 24-hour freeze. 3. For two or more violations, the fiat currency privileges will be frozen for 7 days (with the possibility of increased penalties depending on the severity, up to permanent freezing of fiat currency privileges). |
| 14. The payment recipient's account does not match the real-name information provided upon payment confirmation. |
1. If the buyer's payment account, as verified, matches the real-name account on the platform, and the payment is completed within the specified time frame, the order will proceed as normal. 2. If the buyer's payment account, as verified, does not match the real-name account on the platform, the measures outlined in the previous clause will be applied. |
| 15. The seller's receiving account experiences abnormalities due to the buyer's payment. |
1. If the buyer cannot provide proof of a normal account, the seller should refund within 24 hours after the receipt account returns to normal, and the platform will cancel the order. 2. If the buyer can provide proof of a normal account and after verifying that there are no abnormalities with the buyer's account, the order will proceed, and the digital assets should be transferred to the buyer. 3. Freeze the buyer's fiat and cryptocurrency permissions until the case is resolved. |
| 16. The buyer is flagged by the risk control system for suspected maliciously bidding on low-priced orders. |
1. If the buyer fails to make payment, the platform will cancel the order, and the digital assets will be returned to the seller. 2. In cases where the buyer has made payment, the seller is required to initiate the refund process within 30 minutes of the appeal, during which the platform will assist in cancelling the order, resulting in the digital assets being returned to the seller. 3. If the buyer refuses the refund and order cancellation, the platform will forcibly cancel the order within 30 minutes of intervention. 4. If such behaviour repeats twice, the platform will suspend the buyer's fiat permissions until the buyer requests an unblock based on the circumstances. Further recurrence will result in permanent suspension of the buyer's fiat permissions. |

The seller has the right to choose to proceed with the transaction or to refund and not proceed: 1. If the seller chooses to proceed with the transaction, they must complete the release within 30 minutes of receiving payment. 2. If the seller chooses to refund and not proceed with the transaction, the order is cancelled, and the digital assets are returned to the seller. The seller must initiate the refund within 60 minutes of receiving payment. If the seller's receiving account is frozen as a result, it will be handled according to the measures outlined in section 15. 3. If there is a complaint regarding this behaviour, the seller's fiat permissions will be suspended for 24 hours after the first violation. 4. For repeated violations, the seller's fiat permissions will be suspended for 7 days, with penalties escalating up to permanent suspension depending on the severity of the infraction. |
| 18. During holidays or working days, from 17:00 to the next day at 9:00, bank transfers exceeding 50,000 or more without being split into multiple payments result in the seller not receiving the transfer within one hour. |
The seller has the option to either proceed with the transaction or cancel the order and issue a refund: (a) If the seller chooses to proceed with the transaction, they must release the funds within 30 minutes of receiving payment. 3. Account being used by someone other than the owner or illegally buying coins for others: When a user is verified by the platform's risk control to have sold, lent, or rented their account for someone else's use, or engaged in illegal coin buying activities for others.

The platform reserves the right to take measures against such users, including but not limited to temporarily or permanently limiting P2P trading, delaying withdrawals, restricting withdrawals, or directly freezing the accounts and associated accounts. |

Receiving or introducing illegally sourced digital assets or funds: When a user knowingly or reasonably suspects that the coins received from other platforms or WeChat groups are illicit or the funds are obtained through illegal means, yet still disregards the risk and proceeds to transfer these assets to the accounts of other users on this platform. | The platform will permanently restrict all functionalities of such users' accounts and associated accounts without further notice. |
